In a welcome development, the five-year-long legal and bureaucratic logjam surrounding the Noida Sports City projects seems to have broken down at last. The Noida Authority used its 222nd Board Meeting on April 6, 2026, to eliminate the complete prohibition on four major Sports City projects following a ruling by the Supreme Court of India. The decision will enable the certification and documentation process for 32,000 flats in the Sports City project, which have remained blocked since 2021 because of ongoing legal conflicts.
Ending the Five-Year Freeze on Map Approvals
The ban came after a highly critical audit report released by the Comptroller and Auditor General (CAG), which exposed many illegal aspects related to the allotment and implementation of the Sports City projects. During this time, there has been no provision for map approvals or Occupancy Certificate (OCs) for any real estate projects, as the Noida Authority had banned building plan revalidation and issuance of Occupancy Certificates to developers in the area. The ban has caused immense trouble for buyers who have invested huge sums of money in projects located in Sectors 78, 79, 150, and 152.
The Lotus Greens Framework as a Blueprint for Success
This entire citywide initiative was triggered following the endorsement of a specific scheme for the development of Lotus Greens Sports City in Sector 150. Following the plea filed by the developer in the Supreme Court, a solution was proposed wherein the developer offered to make an immediate payment of 20% of the total dues, followed by six half-yearly instalments. With a significant loan amount of ₹4,177 crore, this template has been accepted by the Noida Authority as a universal guideline.
Mandatory Submission of Revised Project Layouts
Although the blanket ban has been withdrawn, it should be understood that this does not imply blanket regularisation of the scheme. Developers such as Xanadu Estate, Logix Infra, and ATS Homes have now been asked to submit new project maps that conform to the guidelines specified in the original scheme. The layout plan must allocate 70% of the area to sports facilities while restricting the remaining 30% to residential/commercial purposes.
Addressing the ₹11,000 Crore Debt and Sports Infrastructure
Among major points of contention was the ₹11,000 crore debt due to unpaid instalments by the four primary developers to the government. The Authority has now adopted a "pay-as-you-go" system whereby the granting of registry permits is made contingent upon the submission of instalment payments. Moreover, it has imposed a strict three-year deadline to complete the construction of top-of-the-line sporting amenities, including golf courses and cricket stadiums. This ensures that the project is finally able to live up to the "sporting lifestyle" promised to buyers a decade ago.
Massive Relief for 8,000 Residents in Sector 150
In another positive outcome of the Authority's new approach, the 8,000 families currently living in completed buildings in Sector 150 will benefit greatly from the board's decision. These residents have thus far been unable to complete property registrations because of the previously imposed ban, which kept them out of legal ownership of their properties. The process to issue Occupation Certificates for all qualifying towers will begin immediately following this change. The new policy establishes an achievable timeline for homeownership, which will benefit 24,000 future owners who are still waiting for their houses to be completed.
A New Chapter for the Noida Real Estate Market
The successful handling of the Sports City issue is being viewed positively by industry associations such as CREDAI as a defining moment in the history of the Noida real estate sector. By adopting an approach that focuses on conditional revival as opposed to total prohibition, the authorities have opted to favour the "end user" rather than engage in bureaucratic bickering. The expected outcome will restore investor trust in Sector 150, which is considered one of the most environmentally friendly areas of Delhi-NCR.
